SÃO PAULO – A Telefônica espera concluir o “rastreamento técnico completo” em sua rede de transmissão de dados até o fim desta noite. O processo poderá permitir “chegar a uma conclusão” sobre as causas da pane que derrubou os sistemas eletrônicos de parte dos serviços essenciais do estado de São Paulo desde a noite de ontem.
Telefônica expects to wind up “a complete technical trace” on its data transmission network by the end of tonight. The process will allow it to “reach conclusions” about the causes of an outage that took down electronic systems furnishing some essential services to the state of São Paulo starting last evening.
Esse é o prognóstico que a empresa fornece em comunicado distribuído há pouco, no qual também “lamenta os transtornos causados”. Embora ainda não explique o que aconteceu, a companhia diz estar passando por um problema técnico parcial em sua rede de transmissão de dados para serviços corporativos.
That was the prognosis the company gave in a press release distributed a short while ago in which it adds that it “regrets any trouble caused.” Though it has not yet explained what happened, the company said it is having a partial technical problem [sic] with its data transmission network for business customers.

“Trata-se de um evento técnico complexo e raro” que provoca intermitência em parte da rede de dados, diz o texto da Telefônica. Segundo a companhia, grandes empresas e órgãos da administração pública foram afetados, mas não os serviços residenciais do Speedy, seu produto de banda larga. A dificuldade de conexão de alguns clientes do Speedy se deveria aos casos em que o provedor de internet foi afetado pela pane.
“This was a complex and rare technical event that caused intermittent [connectivity] on part of the data network,” said the Telefônica release.
Residential users of the Speedy aDSL service are very accustomed to intermittent connectivity, actually.
The company says large corporations and government agencies were affected, but not users of its residential broadband service, Speedy.
What irony. Speedy does not technically qualify as broadband, by the way, if you understand broadband as 500 kbps or better.
Para descobrir e resolver o problema, a Telefônica diz ter mobilizado toda sua equipe de técnicos e engenheiros e ter acionado “especialistas internacionais vinculados aos fabricantes dos equipamentos”.
To discover [sic] and resolve the problem, Telefônica says it has mobilized its entire team of technicians and engineers, as well as “international specialists with ties to equipment manufacturers.”
Aha, so it was equipment failure, was it?
Por causa dessa situação, caíram os sistemas da Polícia Militar, Departamento Estadual de Trânsito (Detran) e do Corpo de Bombeiros. Não foi possível fazer registro de ocorrências nas delegacias nem usar alguns serviços oferecidos pelo Poupatempo. Agências bancárias, postos do INSS, lotéricas, empresas e residências também foram afetados.

Bank branches, social security ofices, lottery offices, companies and residences were also affected.
But I thought Telefônica said residential service was not affected?
I have said it before and I will say it again: It is not a crisis communication best practice to distribute informational releases whose gist is that you do not have any information to offer.
