Corrige Ministerio de Justicia; no era cocaína, sino lactosa: “The Chiapas Ministry of Justice corrects itself; lactose, not cocaine, was apprehended.”

The report is from El Universal (Mexico), whose new Web site design (above) looks uncannily like the redesign of the Estado de São Paulo, El País, and a number of other Romance-language dailies we read on a regular basis.

Mexican federales falling all over themselves in earnest shows of efficiency in order to earn the praise of drug-warriors north of the border is not an unprecedented occurrence. See

Ten day after the state ministry of justice announced the seizure of two tons of cocaine, supposedly destined for the Sinaloa cartel and the criminal organization of “El Mayo-Zambada,” the agency now admits that it was mistaken, and that the shipment seized consisted of lactose.

Powdered milk.

The ministry said in a statement that according to information from the attorney general’s office (PGR), the approximately two tons of white powder seized in a safe house in a poor neighborhood “turned out to be lactose.”

It added that lactose is frequent used to cut or adulterate cocaine, heroin, ecstasy and amphetamines, among other drugs.

It is also used “to give the drugs volume and minimize any side effects that might be immediately perceived by consumers.”

One June 23, Chiapas justice minister Amador Rodríguez Lozano, called a press conference to announce what he called one of the most significant drug seizures in recent years in the southern state, as well as the apprehension of 11 alleged narcotraffickers.

The supposed drug was found in a safe house in the Patria Nueva neighborhood, wrapped in green sacks similar to those used by the Army, and divided into bindles on paper bearing the symbols of the Sinaloa cartel and “Mayo Zambada.”

At that press conference, in response to a question from reporters, the justice official said he could not estimate the value of the drug on the black market.

“I don’t know how much [an eight-ball] costs; I’m a politician, not a policeman,” he said.

In recent weeks, Chiapas has been the scene of violent clashes among armed criminals, soldiers and police.

The last occurred on June 26, in the town of Vilaflores, where two supposed members of the “Zetas,” the armed wing of the Gulf cartel, were killed.

The state police said it killed the two gunmen, who attacked with grenade launchers, but two days later the PGR said that the two men had committed suicide inside the home to avoid being taken aive by the police.
