Delegado diz que milícia lançaria candidatos ao Senado e a uma prefeitura do Rio: Extra (Globo) reports on last week’s testimony from the head of the 35th Police Precinct in Campo Grande, in the city of Rio de Janeiro, on the activities of cops who run paramilitary pizzo protection rackets in his jurisdiction.
Press coverage of the man’s testimony is sparse. I have not checked TV coverage.
RIO – O delegado Marcus Neves, da 35ª DP (Campo Grande), prestou depoimento nesta quinta-feira, na CPI das Milícias, na Assembléia Legislativa (Alerj). O policial revelou, entre outras coisas, que a milícia de Campo Grande, conhecida como Liga da Justiça, tinha planos de lançar um candidato ao Senado e a uma prefeitura do Rio. Ele, no entanto, não deu detalhes sobre o caso, nem divulgou nomes de políticos que seriam apoiados pela milícia.
Neves testified last Thursday to the CPI of Militias in the state legislative assembly (ALERJ). Among other things, he said that the Campo Grande militia, known as the Justice League, had plans to launch its own candidate for Senate, and another for mayor of Rio. He did not, however, provide details on the case, or name politicians with alleged militia support.

O delegado da 35ª DP (Campo Grande), Marcus Neves, disse ontem que até o fim do mês vai pedir à Justiça a prisão de pelo menos 40 milicianos que agem na região. Os paramilitares já estão identificados e seriam integrantes da chamada Liga da Justiça, comandada, segundo investigações, pelo vereador Jerônimo Guimarães Filho, o Jerominho (PMDB), e seu irmão, o deputado estadual Natalino José Guimarães (DEM). Jerominho, que está preso, e Natalino negam as acusações, alegando ser vítimas de perseguição.
Neves said that he will ask the courts to issue arrest warrants for at least 40 militiamen operating in the area. The paramilitaries have been identified and are allegedly part of the so-called League of Justice, commanded, according to Neves, by state lawmaker Natalino (ex-PFL). Jerominho, his brother [a city councilman for the rival PMDB] and Natalino deny the charges, saying they are victims of persecution.

“Outros 20 policiais civis e militares também deverão responder por corrupção. Eles recebem dinheiro para acobertar as ações dos milicianos”, afirmou Neves. De acordo com o delegado, a Polícia Federal e a Delegacia de Repressão às Ações Criminosas Organizadas (Draco) ajudam a identificar as formas de atuação dos suspeitos.
“Another 20 state judicial and military police personnel will be charged with corruption. They take money to cover up militia activities,” Neves said, who added that DRACO, the organized crime division, aided him in identifying the modus operandi of the suspects.
Para Neves, a certeza da impunidade é tanta entre os membros da Liga da Justiça que vários integrantes moram numa mesma vila, apelidada de Vila da Milícia, no Centro de Campo Grande. “A fama de exterminar cruelmente quem se opõe ou denuncia os paramilitares impõe o terror e o medo entre os moradores”, comentou o delegado.
In Neves’ view, the certainty of impunity is so strong among members of the Justice League that a number of members live in the same compound, called the Vila da Milícia, in downtown Campo Grande. “Their reputation for brutally exterminating those who oppose or denounce the paramilitaries imposes terror on residents,” the police delegado said.
Na quinta-feira, em depoimento à CPI das Milícias da Alerj, Neves revelou que a Liga da Justiça arrecada cerca de R$ 2 milhões por mês com ‘segurança’, venda de gás, extorsão a topiqueiros e controle de transporte alternativo. O bando seria responsável pela execução de 98 pessoas, conforme levantamento do Serviço Reservado do Regimento de Polícia Montada (RPMont). Boa parte das vítimas seria ligada a grupos rivais, principalmente os que eram liderados pelo ex-policial civil Josimar José da Silva, o Mazinho, que já sobreviveu a quatro atentados, e pelo sargento da PM Francisco César Silva Oliveira, o Chico Bala, assassinado ano passado.
In his testimony to the ALERJ commission on Thursday, Neves said the Justice League had revenues of R$2 million a month from “security,” cooking gas sales, extorting illegal van service operators and control of black-market alternative transport. He alleges they are responsible for 98 murders, according to figures from the RPMont, the mounted police regiment.
The Rio de Janeiro Mounties?
Most victims had ties to rival groups, mainly those belonging to the group led by a former state judicial policeman known as Mazinho, who has survived four assassination attempts, and the late military police sergeant known as ["Franky Bullets"], who was murdered last year.
They executed his wife with two to the nape of the neck, too.
