Conselho de Ética da Alerj pede cassação de deputado estadual Álvaro Lins: The ethics commission of the Rio state legislative assembly recommends the expulsion of former state police chief Álvaro Lins, accused of putting the fix in for the gambling rackets, being mixed up in paramilitary activities, engaging in “vote Quimby or I will blow your head off” electioneering, and such like.
Once expelled, the gentleman will lose what is effectively parliamentary immunity and be subject to common justice.
On the same day, the house judiciary committee-equivalent voted on a resolution upholding the arrest of the leader of the Justice League, a diversified outcropping of paramilitary-entrepreneurial warlordism in the Western Zone of the city.
Lins, who is a member of the commission, voted to release Natalino Guimarães, a central figure in the “Justice League” case, accused of having another former top Rio cop (and militia leader, and participant in the gambling rackets Lins was allegedly putting the fix in for). See

Rio de Janeiro – O Conselho de Ética da Assembléia Legislativa do Rio de Janeiro (Alerj) decidiu hoje (5) aprovar, por unanimidade, o relatório que pede a cassação do ex-chefe da Polícia Civil fluminense e deputado estadual Álvaro Lins (PMDB). Lins foi preso em flagrante pela Polícia Federal em maio deste ano, acusado de lavagem de dinheiro, corrupção e formação de quadrilha.
… today unanimously approved a report recommending the expulsion of former state police chief and state deputy Álvaro Lins. Lins was arrested in flagrante by the federal police in May of this year on charges of money laundering, corruption, and racketeering.
O relatório será encaminhado à Mesa Diretora da Alerj, que decidirá quando o caso será levado ao plenário. Lins foi preso no dia 29 de maio deste ano e solto, pela própria Assembléia Legislativa, no dia seguinte, já que os parlamentares consideraram que a prisão em flagrante foi ilegal.
The report will be forwarded to house leadership, which will decide whether the case will lead to an impeachment trial in the plenary session. Lins was arrested on May 29, then released by Alerj on the following day because lawmakers deemed the arrest illegal.
The federal operation that arrested him was dubbed something like “Law Enforcement, Inc.”

Também nesta terça-feira (5), a CCJ se decidiu pela manutenção da prisão do deputado Natalino José Guimarães (DEM). Na sessão, cinco dos sete deputados da comissão votaram a favor do parecer do relator Audir Santana. O deputado Álvaro Lins, que compõe a comissão, votou pela soltura de Natalino, enquanto o deputado Domingos Brazão votou pelo adiamento da votação, alegando que seria necessário ouvir policiais envolvidos na questão.
Also today, the Alerj judiciary committee resolved to uphold the imprisonment of state lawmaker Natalino José Guimarães of the ex-PFL. Five of seven committee members voted to adopt the recommendation of relator Audir Santana. Lins voted against the measure and Domingos Brazão voted to delay the vote, alleging the need to hear policemen involved in the issue.

Yes, it is strange: The Rio state assembly can vote to overrule the police and courts in cases involving its members. Strange balance of powers.
Also odd: The man that Natalino allegedly had whacked, Inspector Félix Tostes, was Lins’ political ally, reportedly.
The death of Inspector Tostes will make a very fine plot for a novel someday.
