According to the investigator in the case, there were 17 persons involved in the massacre. Of these, 10 have been identified, among which are three military police, two state judicial police, and a fireman.

Beltrame afirma que chacina em favela na Zona Oeste foi comandada por ex-PM: The Rio de Janeiro state public safety secretary tells a state assembly commission looking into militias that a massacre of 7 persons in the Barbante shantytown was commanded by police who disguised themselves as members of the drug trade in order to press upon the community the need to pay protection to their militia — in order to keep the community safe from the drug trade.

Or so the cops say.

No shit. There being no actual menace ready to hand, they decided they should get into costume and present the audience with a phantom menace in order to stimulate fear, uncertainty, doubt and demand for their services. What school of postmodern viral marketing did they learn that little gambit in, I wonder?

The report is from G1/Globo today.

In nearly two hours of testimony to the CPI of the Militias … Beltrame confirmed that the massacre of 7 persons in Barbante, in Campo Grande, Western Zone, was commanded by a former military policeman.

“This act was without a doubt the work of Luciano. He and more than half the group responsible for this idiotic slaying have now been identified and in short order will have warrants issued for their arrest,” said Beltrame, referring to former PM Luciano Guinâncio, the son of city councilman Jerônimo “Jerominho” Guimarães, himself jailed since last year on suspicion of leading the militia in the region.

This is one of two brothers who used the Batman symbol in their campaign literature in 2006 — a symbol also used by militias in the region — and called their organization “The Justice League,” after the Marvel comic stable of superheroes.

According to the state secretary of public safety, policing has been reinforced in the area. “But our actions have to be more strategic. We cannot just go in their with the taste of blood in our mouths. There has to be planning, because we are dealing with armed tyrants. Our overall objective is to gather evidence so that investigations can be concluded as quickly as possible,” he said.

Also at the commission hering was precinct commander Marcus Neves of the 35th DP (Campo Grande), who is investigating the matter. According to him, there were 17 persons involved in the massacre. Of these, 10 have been identified, among which are three military police, two state judicial police, and a fireman.

“I came here at the invitation of state deputy Freixo to pass along information about the killings in Barbante, which were completely random. None of the victims had any ties to militias. The objective of the militiamen, who passed themselves off as drug traffickers, was to frighten residents and gain prestige in the eyes of the population.

Neves said it is also possible that the candidate for city council Carminha Jerominha (PTdoB), Jerominho’s daugher, might have participated in militia activities in Campo Grande.

The candidate told O Globo that her family is suffering political persecution.

Claiming political persecution when accused of being the Mono Mancuso of Copacabana Beach could well be a symptom of what the Sousaphone calls “the banana-republican guilty plea” — filibustering shrilly while changing the subject.

The president of the CPI, Freixo of PSOL, said the overall objective of the commission is to identify the political wings of the militia groups. “There are elected councilmembers and candidates in Rio who are under investigation. The most significant of these will be summoned to testify in 15 days. It is very important to weaken these groups politically,” he said.

According to Freixo, the CPI will hear representatives of the Public Ministry and UERJ researcher Ignácio Cano on August 28. He also says that in locations where the militias have been targeted for nearly thre months like, like Jacarapaguá and Campo Grande … the number of homicides has fallen by up to 50%.

The news made Univision in the U.S. — which, however, misreports that the groups are run by “ex-police.”

The groups have historically been run by active duty police, fireman, prison guards, and occasionally soldiers, one has often read.

As stories about mobbed-up Rio cop-criminals going berserk and shooting people at random, a death of 7 is actually fairly restrained. See, for example,

Military policemen unhappy about a an investigation into corruption and death-squad activity in the region rolled up the highway between Nova Iguaçu and Queimado, shooting people to death at random. Thirty of them, in all.

Not to even mention the episode with the severed. human. freaking. head. that started it all off.

Univision:
