Our policy on anonymous sources is a good one, and bears repeating. It begins: “We resist granting anonymity except as a last resort to obtain information that we believe to be newsworthy and reliable.” … We resist granting anonymity for opinion, speculation or personal attacks. … when anonymity is unavoidable editors must press for adequate disclosure — how the sources know what they know, what motivated them to share the information, and why they are entitled to anonymity. –Bill Keller, New York Times, “Assuring Our Credibility” (2005)
When we decide a source should be shielded, we must tell the reader as much as possible about the unnamed source short of revealing identity, including the reason for anonymity. –The Virginian-Pilot, ethics rules
Polícia Federal nega indiciamento do delegado Protógenes Queiroz: The Brazilian federal police deny reports that the chief investigator in the Daniel Dantas case — who complained of leaks to the press about the case in his (leaked, probably by Dantas’ defense, which received access to the case file by order of the Supreme Court) report on the case — will himself be indicted this week for leaking information from the case.
The federal news agency Agência Brasil reports.

For some reason, O Globo did not see fit to mention today that the accuracy of its reporting unsourced, uncorroborated speculation on this subject had been challenged.
The federal police superintendent’s office in Brasilia denied on November 10 that federal police investigator Protógenes Queiroz, who presided over Operation Satiagraha, will be indicted this week in a police investigation into the leaking of information during the probe.
The federal police press office told this news agency that Vieira Ferreira of the internal affairs division has not yet submitted his report on the investigation, and for that reason it will not be possible to indict anyone.
O Globo, among others, quoted what it purported to be Vieira’s final report, chapter and verse, but without saying how it came by the information, or any information at all bearing on its credibility. Treat as disinformation until proven otherwise — or, as we like to say, “boil thoroughly before assuming this information is fit for human consumption.”
According to the press office, there is no deadline for completion of the final report in the probe, which is being conducted [under seal, by court order].
The possible indictment of Queiroz was published November 10 in major national newspapers. O Globo stated that he would be indicted this week for the crimes of abusive invasion of privacy, insubordination, usurpation of powers, obstruction of justice, wiretapping, and clandestine filming.
The newspaper also stated that Queiroz could be charged for having used ABIN agents without the knowledge of his superiors, and of having tipped a TV network to the identity of persons to be arrested in the case.
Last week, a report in the Folha de S. Paulo stated that Vieira had violated, without a court order, the privacy of dozens of Nextel two-way radios used by journalists on the night the arrests were made, in an attempt to discover who was responsible for leaking the operation to the press.
They — the chattering “they” — say the TV Globo reporter, Cesar Tralli, has a relative working for the feds, but I am not sure whether that is a fact or a gabbling rumor.
In a press release, the feds denied the report, saying it was “not investigating journalists in the aforementioned case.”
Satiagraha, carried out on July 8, arrested banker Daniel Dantas, investor Naji Nahas, and former São Paulo Mayor Celso Pitta.
A week later, Queiroz left the investigation. At the time, the feds alleged he had requested to be taken off the case in order to enroll in a professional education course in Brasilia, but Queiroz filed a formal complaint with the federal prosecutor in São Paulo saying he had been forced out.
According to the feds, after being written up in a final report, the internal affairs investigation will be sent to the federal prosecutor, which can indict and take the case to trial, return the report to the police, or rule it insufficient and take no further action.
