<p>The cultural wasteland thus created, with the media landscape dominated by the likes of the Folha, Globo, Abril, RBS, and Estado groups, is only just now beginning to fill in, with small, regional publications gaining ground.</p>
<blockquote><p>Uma operação secreta de uso da Receita Federal para exterminar a imprensa alternativa foi desencadeada entre 1976 e 1978 pelo governo Ernesto Geisel (1974-1979), mostram documentos sigilosos da extinta Divisão de Segurança e Informações do Ministério da Justiça (DSI-MJ) obtidos pelo Estado.</p></blockquote>
<p><strong>A secret operation that used the federal tax authority to exterminate the alternative press was carried out between 1976 and 1978 by the government of Gen. Ernesto Geisel (1974-1979), according to secret documents of the extinct Security and Intelligence Division of the Ministry of Justice obtained by this newspaper.</strong></p>
<p>A notable veteran of the alt.press from that period now publishes the very fine M&amp;A daily newsletter <em>Relatório Reservado</em>, pretty much the only publication of its kind in Brazil (surprisingly).</p>
<blockquote><p>Embora notabilizado pela suspensão da censura a jornais, pelo fim da tortura de presos políticos e pela distensão &#8220;lenta, segura e gradual&#8221;, o general, penúltimo ditador do ciclo militar de 1964, autorizou a ofensiva contra os pequenos veículos em despachos com o então ministro da Justiça, Armando Falcão. O ministro da Fazenda, Mário Henrique Simonsen, concordou com a ação, proposta pelo II Exército &#8211; hoje Comando Militar do Sudeste, de São Paulo.</p></blockquote>
<p><strong>Thought noted for suspending press censorship, ending torture of political prisoners and for his &#8220;slow, secure and gradual opening,&#8221; the general, the second to last dictator of the military cycle commencing in 1964, authorized the offensive against small publications in private meetings with them justice minister Armando Falcão. Treasury minister Mário Henrique Simonsen agreed with the plan, which was proposed by the Second Army &#8212; today, the Southeast Military Command of São Paulo.</strong></p>

<p><strong>Geisel&#8217;s authorization of a fiscal assault on the newspaper Versus is documented in an order dated September 1, 1978.   In it, the chief of staff of the Ministry of Justice, Walter Costa Porto, transmits an order to the federal police authorizing the action. The response is handwritten. &#8220;Prepare, then, the appropriate document for the Treasury minister.  11.9.1978 [signed] A. Falcão.&#8221; A list naming <em>Versus</em> and 41 other publications that were to suffer the same treatment by the tax authority, among them <em>O Pasquim</em> and <em>Movimento</em>, is part of the dossier.</strong></p>
<blockquote><p>Nos documentos, a operação secreta é tratada com naturalidade pelos ministros e por integrantes de órgãos de repressão, em correspondências oficiais de 1976 a 1978. <blockquote><p>Em outro ofício, de 26 de abril de 1978, Costa Porto encaminha informação do &#8220;senhor ministro-chefe do SNI&#8221; &#8211; João Figueiredo, posteriormente presidente da República. Ele reproduz o texto de Figueiredo: &#8220;Considerando que a imprensa nanica continua proliferando, conclui-se que a operação dos Ministérios da Fazenda e Justiça, visando a retirar de circulação esses jornais cuja viabilidade econômica é questionável, está resultando infrutífera&#8221;.</p></blockquote>

<blockquote><p>O mesmo Costa Porto, em documento de 1º de setembro de 1978, mostra que Geisel acompanhou a operação contra os alternativos por muito tempo. Ele lembra a Falcão que, em 1º de agosto de 1977, o ministro da Justiça levara o assunto ao presidente, que &#8220;decidira, verbalmente, aguardar&#8221;.</p></blockquote>

<blockquote><p>Humberto Barreto, ex-secretário de Imprensa do presidente, nega ter sabido dela. &#8220;Por mim, não passou&#8221;, diz. O ex-senador e ex-ministro Jarbas Passarinho também diz desconhecer a articulação. &#8220;O que eu ouvia dos líderes do presidente é que ele tinha aberto a liberdade de imprensa, exceto para a imprensa nanica&#8221;, explica. &#8220;Ela era muito violenta.&#8221; Falcão foi procurado, por intermédio de familiares, mas não deu entrevista. Em seu livro Tudo a Declarar, não menciona o ataque fiscal, mas reconhece que centralizou a censura. Geisel morreu em 1996, e Simonsen, em 1997.</p></blockquote>

<p>A reader of <a href="http://colunistas.ig.com.br/luisnassif/2009/04/25/os-factoides-contra-politicas-sociais/#comment-644102">Luis Nassif</a> notes, regarding media coverage of the Bolsa-Familia income subsidy and a related social program, the ProUni higher education subsidy, here in Brazil:</p>

<p>Ali Kamel, journalism director of the Globo organizations and one of the most intellectually dishonest persons in the Southern Hemisphere, orchestrated a media campaign along those lines last year that was astonishing similar to Ronald Reagan&#8217;s &#8220;Welfare Queen&#8221;  campaign meme in 1976.</p>
<p>The neocon playbook tends to migrate discretely to South America like Dr. Mengele to Bertioga (the infamous Nazi medical experimenter died in the São Paulo seaside town on February 7, 1979, under the protection of the generalissimos who ran Brazil at the time.)</p>
<blockquote><p>As denúncias do TCU, via José Jorge ex-vice na chapa psdb/plf, dão conta de irregularidades num programa que levou 400 mil jovens ao ensino universitário. <p><strong>The federal accounting tribunal (TCU), through Minister José Jorge, a former vice presidential candidate on the PSDB/PFL slate, claims there are irregularities in a program that has provided  400,000 young persons with a university education. And what is the substance of his accusations? That 39 supposedly misstated their income and own brand new cars. One of them owns a car worth more than R$90,000. Using this data, you get the headline: ProUni admits the owners of brand new cars.</strong></p>

<p>The TCU is a weird institution that is, in fact, packed with partisans of the political opposition.</p>
<p>The federal executive has founded a parallel federal auditor, the CGU, which is active in cases of tax evasion, money laundering and official corruption. As a result, you sometimes have this climate of dueling audits, tainted with political partisanship.</p>

<p><strong>22 years ago I studied at a federal university, and I remember the headlines with photos of cars in the parking lot, used to prove that free the federal universities were taking in those who could afford to pay. I didn&#8217;t have a car, but I could have paid. I suspect the same is true of you and many of our readers.</strong></p>
<p>I attended a small, breathtakingly expensive private liberal arts college on a foundation scholarship. Got out with zero student loan debt. Those folks were very, very good to me. I am leaving them my cadaver for anatomy classes when I die.</p>

<p><strong>Who is black and who is white? The editorialists prefer to spend their energy on the sharp exchange between Supreme Court justice Barbosa and Chief Justice Mendes, criticizing Barbosa. But the question that must be asked is: If Barbosa were a white man, would he have been reprimanded in the editorial pages? &#8230;</strong></p>
<p>The Antonin Scalia-like behavior of Brazil&#8217;s Chief Justice &#8212; the guy behaves the way Scalia would if he were the drunken king of the universe,  but is restrained from behaving by the vestiges of a tradition of decorum, which he clearly despises, at the high court &#8212; is a hot topic these days, but a topic for another blogging time.</p>
<p>Hasty generalization from a &#8220;poster-child&#8221; case is the essence of a moral panic campaign, of course. On &#8220;moral panic&#8221;:</p>
<blockquote><p><em>Moral crusades advance claims about both the gravity and incidence of a particular problem. <strong>They typically rely on horror stories and “atrocity tales” about victims in which the most shocking exemplars of victimization are described and typified.</strong> Casting the problem in highly dramatic terms by recounting the plight of highly traumatized victims is <strong>intended to alarm the public and policy makers and justify draconian solutions</strong>. <strong>At the same time, inflated claims are made about the magnitude of the problem.</strong> A key feature of many moral crusades is that <strong>the imputed scale of a problem … far exceeds what is warranted by the available evidence</strong>.</em> — Ronald Weitzer, “The Social Construction of Sex Trafficking: Ideology and Institutionalization of a Moral Crusade,” <em>Politics Society</em> 2007; 35; 447</p></blockquote>
<p>The Wikipedia article on the myth of the Welfare Queen is well-written. Just as a reminder:</p>
<blockquote><p>Ronald Reagan was opposed to welfare and the philosophy thereof, which he believed to be detrimental to the health of the United States. During his terms as California Governor, Mr. Reagan had proposed and implemented numerous state budget cuts for medical care and social welfare in the late 60’s and the 70’s. His welfare reform program succeeded in saving the state US$740 million of taxpayer money that it would have paid in public assistance and Medicaid. His firing of Clark Kerr, the president of the University of California, and his announcement that the State had to stop &#8220;subsidizing intellectual curiosity&#8221; was controversial. His 1971 New York Times editorial “Welfare is a Cancer” argued that “Welfare is a national moral and administrative disaster &#8212; a cancer that is destroying those it should succor and threatening society itself. It has tragically failed those who, through no fault of their own, must rely on it for the minimum needs of life. <blockquote><p>Studies show that the welfare queen idea has roots in both race and gender. Franklin Gilliam, the author of a public perception experiment on welfare, concludes that:</p></blockquote>
<blockquote><p>&#8220;While poor women of all races get blamed for their impoverished condition, <a class="mw-redirect" title="African-American" href="http://en.wikipedia.org/wiki/African-American">African-American</a> women commit the most egregious violations of American values. This story line taps into <a class="mw-redirect" title="Stereotypes" href="http://en.wikipedia.org/wiki/Stereotypes">stereotypes</a> about both women (uncontrolled sexuality) and African-Americans (laziness).&#8221;</p></blockquote>

<p>You might as well as have stayed put on the couch in your Prospect Heights converted tenement condo.</p>
<p>This while all the local artists starve. My wife, a fine short fiction writer, being one of them. And so I come to have quite a bit of sympathy for the ceaseless outcry over Yankee cultural imperialism.</p>
<p>Efforts by Karen Hughes to win hearts and minds in Iraq, for example, with Virgina-based Arabic-language radio stations pumping out, not Umm Kulthoum, but Madonna, to our misguided neocolonial children in Mesopotamia, struck me as among the most culturally tone-deaf diplomatic initiatives in history.</p>
<p>This is what you get when, as the Bush government did, you hire sports marketers, TV programmers, loyal but stupid political smear-campaign radio spot producers, and blog-happy self-designated new media seers to conduct your national public relations.</p>
<p>Whether I would choose to be bombarded by an alt.mediasphere programmed by Uncle Hugo is another matter, of course. Valor provides some interesting data on the televised revolution up there in Hugoland. File under &#8220;consent, manufacture of.&#8221;</p>
<blockquote><p>Os enredos carregam mensagens políticas, propagam valores socialistas e homenageiam libertadores da América. Podem ser sutis, como em &#8220;Los Bloques&#8221;, a tragédia de uma família de classe alta que vê o desmoronamento do pai &#8211; um juiz corrupto &#8211; e cujo vilão tem o mesmo nome do dono da única emissora de televisão aberta em Caracas fortemente oposicionista. <p><strong>The plots carry political messages, promote socialist values and pay homage to Latin American liberators.  They may be subtle, as is the case with &#8220;Los Bloques,&#8221; the tragedy of an upper class family witnessing the decline and fall of its father, a corrupt judge, whose villian happens to bear the same name as the owner of the only oppositionist TV station in Caracas.</strong></p>
<p><span id="more-2579"></span><strong>Or these values may be blatant, as in <em>Comando X</em>, a film about the plans of an extremist group to   blow up a principal government building and overthrow a popular leftist leader.</strong></p>

Para épicos como &#8220;Miranda Regresa&#8221; e &#8220;Zamora&#8221; &#8211; título que homenageia o general Ezequiel Zamora (1817-1860), pai do regime federalista venezuelano, e deve estrear em junho -, casas e igrejas coloniais foram recriadas. Atores locais já consagrados têm a sua vez, mas os papéis de destaque são dados preferencialmente a egressos do teatro que ainda não conhecem a fama. Geralmente, os protagonistas estão nessa posição pela primeira vez. Os figurantes costumam ser escolhidos nas próprias comunidades onde os filmes são ambientados.</p></blockquote>

<blockquote><p>A maior parte dos roteiros é selecionada em &#8220;concursos de ideias&#8221;, com temática aberta ou predefinida e julgamento por um comitê estatal. <p>Apparently the capital gains represented by new calves are very hard to document or audit and are therefore useful for money laundering purposes. Stay tuned on that accusation.</p>
<p>The ranch is currently occupied by the<a href="http://www.mst.org.br/mst/pagina.php?cd=6660"> Movimento dos Trabalhadores Rurais Sem Terra</a>, an aggressively civil disobedience-oriented agrarian reform and anti-latifúndio movement known for invading and occupying properties the validity of whose title it questions.</p>
<p>The Globo national network reports: <span style="color:#800000;"><strong>A &#8220;gun battle&#8221; erupts between members of the MST and &#8220;security guards&#8221; for the ranch.</strong></span></p>

<p>This is quacking bullshit.</p>
<p>The shooting was all filmed from behind the security guards who were firing. No MST protesters were captured on camera firing. One security guard was reported wounded, and shown briefly, clutching at his neck and grimacing, but the cause of his injuries were not reported.</p>
<p>Self-congratulatory &#8220;coverage of the coverage&#8221; at the expense of factual accuracy being a hallmark of the Globo Standard of Quality in journalism. This is the basic premise, for example, of Globo&#8217;s &#8220;Globo Repórter&#8221; program.</p>
<p>Globo is endemically fully of shit.</p>
<p>The MST, not interviewed by TV Globo about the incident &#8212; balanced coverage and hearing all sides not being part of the Globo Standard of Quality&#8211;  released its own version of events.</p>

Globo affiliates were handed out to reactionary machine politicians of the old school during the Sarney administration, and it shows.</p>

<p><strong>The major news media in Argentina, and especially the country&#8217;s largest media group, Clarín, is all aflutter. A bill introduced by the Kirchner administration has been working its way through the congress since March 18 that revises the legislation imposed in 1980, the height of the bloodiest dictatorial violence in the history of the nation. The Audiovisual Communications Services Bill limits the power a single group may exercise, reduces from 24 to 10 the number of concessions an individual may receive, and eliminates restrictions on the freedom of the press in the name of national security contained in the dictatorship-era law. Anyway you look at it, the bill promotes a democratization of the media, or at least provides the conditions for altering the monopolist situation that prevails. </strong></p>

<p><strong>There is not a single line in the bill that assails freedom of the press or expression. Quite the contrary &#8212; it eliminates restrictions in the 1980 law.  What  it does limit is the &#8220;freedom&#8221; to control 70% of the market. </strong></p>

<p>Brazil is in a similar position: About to take up a proposal (or several proposals) to replace the 1967 (dicatorship-era) decree-law on the press. That  will be interesting to watch, too.</p>
<p>Radical change might be a bit much to expect, however. The current minister of communications, for example, is a former Globo talking head and A-level executive. Which should tell you something.</p>

<p>This is a marketing disaster for Telefônica as it rolls out its 30 Mbps Speedy Xtreme service, with Marcelo Tas as its cuebald spokesmodel.</p>
<p>Their telemarketers call up my wife to offer her this new service and she gives them an earful about the time they signed my ailing mother-in-law up for Speedy without her asking for it, then tried to make it impossible for her to cancel it.</p>
<p>They made the poor woman cry. They lie, cheat and steal, these people.  The Mrs. says the telemarketer was laughing as she really got rolling on her tirade about why she would rather not have access to the Internet at all than give a single red cent to Telefônica &#8212; whose residential phone service we are stuck with and whose outsourced maintenance force you have to bribe, literally, in order to get them to &#8220;really&#8221; fix the chronic problem with your service. You&#8217;re better off consulting a freelance, black market <em>puxador de gatos</em>.</p>

<p><strong>Four years later, the police have yet to provide an official version of what really happened that day. Two theories are being investigated: First, that the policemen were members of local death squads and for this reason chose victims at random. Their objective was to cause terror, fear and panic. The other possibility was dissatisfaction with a police operation investigating military policemen involved in the assassination of two men a few days before the massacre. The troopers wanted to demonstrate their dissatisfaction with the change of command at the 15th Battalion of Duque de Caxias.</strong></p>

<p><strong>Relatives of victims and witnesses to the massacre are still receiving threats from unknown persons circulating through the area. This led relatives of victims to contact the state prosecutor&#8217;s office in Nova Iguaçu on March 31 to denounce the threats.</strong></p>
<blockquote><p>Acompanhado do diretor executivo do Centro de Direitos Humanos de Nova Iguaçu (CDH) Padre Justino, familiares expuseram a preocupação de coação e ameaças as testemunhas do crime. <p><strong>Accompanied by executive director Father Justino of the Nova Iguaçu Human Rights Center, families expressed their concern over coercion and threats against witnesses to the crime. Of the former policemen involved, only two have been found guilty &#8230; while another two await trial &#8230; and one is at large after having served four years on charges of criminal conspiracy.</strong></p>

<p>Over whom the State wields just about zero control, thanks to institutional prerogatives that are essentially, as I understand it, throwbacks to the military dictatorship.</p>
<p class="text">A report on the incident by <a href="http://www.global.org.br/" target="_blank">Justiça Global</a>, titled “Impunity in the Baixada,” noted the historical precedents of this sort of conduct in the region, and the neglect of the region by the Rio de Janeiro press.</p>

<p>Brazilian online journalist and multimedia economics pundit Luis Nassif  is being sued by the editors of <em>Veja</em> magazine (Editora Abril) for having argued &#8212; not to put too fine a point on it &#8212; that the magazine&#8217;s journalism sucks outrageously.</p>
<p>I believe he may have referred to it as a &#8220;journalistic sewer,&#8221; in one of the more purple passages from his series on the quality of journalism at the glossy neo-Lacerdist weekly.</p>
<p>A careful argument, based on case studies and generally accepted standards and practices, and a persuasive one. I, for one, from experience, have long been convinced that <em>Veja</em> sucks big-time.  Nassif&#8217;s series really only reinforced that belief.</p>

In what Nassif calls his <em>Veja</em> &#8220;dossier,&#8221; he analyzes, with plenty of examples, the kind of journalism practiced by the glossy newsweekly. This week, Judge Abrão of the 42nd São Paulo Civil Bar threw out a defamation lawsuit filed against Nassif by Veja editor in chief Eurípides Alcântara.</strong></p>

<p><strong>&#8220;The greatest example of antijournalism in recent years has been what has happened with <em>Veja</em></strong> <strong>magazine. O segundo, a maneira como esses processos se refletiram na crise política brasileira e nas grandes disputas empresariais, a partir do advento dos banqueiros de negócio que sobem à cena política e econômica na última década. <p><strong>Nassif&#8217;s critique of the magazine is based on three premises, and according to him, a number of different factors have to be pieced together.  The first factor is the structural change that the media is undergoing all over the world. The second is the way in which these changes were reflected in Brazil&#8217;s political crisis [of 2005] and its great business disputes, with the advent of commercial bankers who arrived on the economic and political scene in the last decade. The third are the specific characteristics of Veja and the changes it has undergone in recent years.</strong></p>
<blockquote><p>Não há dúvida de que o blog é leitura fundamental, para se pensar o jornalismo contemporâneo. Diversos blogs, inclusive, lançaram campanhas para que a página de Nassif figurasse no topo do site de buscas Google, quando a palavra <em>Veja</em> fosse procurada. A revista <em>Veja</em> chegou a impor dificuldades tecnológicas de busca e os próprios leitores do blog passaram a ajudar Nassif a encontrar reportagens específicas.</p></blockquote>
<p><strong>Nassif&#8217;s blog is required reading for those interested in contemporary journalism. Various other blogs launched a campaign to put Nassif&#8217;s at the  top of the Google search results for the search  term &#8220;Veja.&#8221; <em>Veja</em> responded by imposing technical obstacles to searching its own site, and Nassif&#8217;s readers started helping the  journalist locate specific articles. </strong></p>

Its rationalization for choosing to profess belief in gibbering nonsense was one of the great moments in the history of modern Brazilian disingenuous logic-chopping -- a sport at which the tropical nation&#39;s Fourth Estate excels.</p></div>
<p><em></em><strong>In a ruling handed down this week,Judge Abrão threw out the defamation lawsuit filed against Nassif by the magazine and its editor in chief. &#8220;The foundation of the ruling is magnificent and the ruling itself is a historic one, to the extent that it is not very common for a media outlet  to sue a journalist over articles dedicated to the study of that outlet,&#8221; comments Idelber Avelar, author of the blog Biscoit Fino e a Massa.</strong></p>
<blockquote><p>&#8220;A liberdade plena de imprensa, maior conquista das democracias ocidentais, observa o ângulo da transparência, seriedade e compromisso com a verdade. Mas estabelece claramente que Nassif seguiu pautas jornalísticas em seu trabalho. Categórico, o juiz desmonta a pretensão da revista <em>Veja</em> de extorquir cem mil reais de indenização do jornalista. Muito pouco apreço pela verdade e pela própria dignidade terá qualquer advogado que recorra desta decisão em nome da revista <em>Veja</em>. Trata-se de uma sentença histórica em defesa da genuína liberdade de imprensa, não desse falso slogan que evocam os grupos de mídia quando são contrariados&#8221;, avaliou Avelar em sua página.</p></blockquote>
<p><strong>&#8220;Impeccably technical, the judge reiterates that he is there to judge Nassif&#8217;s actions, not the accuracy of what he reported. He clearly establishes, however, that Nassif followed journalistic guidelines in his work. The judge categorically demolishes the magazine&#8217;s attempt to extort R$100,000 from the journalist. This is a historic ruling in defense of genuine freedom of the press, as opposed to the phony slogan evoked by media corporations when their interests are crossed,&#8221; Avelar writes.</strong></p>

<p><strong>Veja editor in chief Eurípedes Alcântara and special editor Lauro Jardim filed suit in February 2008. Four civil actions were filed: two by Alcântara, one against the journalist and one against  iG, the portal that hosts his blog, which is maintained by Brasil Telecom, and two by Jardim against iG and Nassif.</strong></p>
<p>In Brazil, if you give a lousy performance, you don&#8217;t have to stand for negative reviews. Just sue the bastards until they give you raves.</p>
