Geisel fez cerco à imprensa nanica: The Estado de S. Paulo on a secret program to use Orwellian tax audits to silence 41 Brazilian alternative press publications between 1976 and 1978.

The cultural wasteland thus created, with the media landscape dominated by the likes of the Folha, Globo, Abril, RBS, and Estado groups, is only just now beginning to fill in, with small, regional publications gaining ground.

Uma operação secreta de uso da Receita Federal para exterminar a imprensa alternativa foi desencadeada entre 1976 e 1978 pelo governo Ernesto Geisel (1974-1979), mostram documentos sigilosos da extinta Divisão de Segurança e Informações do Ministério da Justiça (DSI-MJ) obtidos pelo Estado.

A secret operation that used the federal tax authority to exterminate the alternative press was carried out between 1976 and 1978 by the government of Gen. Ernesto Geisel (1974-1979), according to secret documents of the extinct Security and Intelligence Division of the Ministry of Justice obtained by this newspaper.

A notable veteran of the alt.press from that period now publishes the very fine M&A daily newsletter Relatório Reservado, pretty much the only publication of its kind in Brazil (surprisingly).

Embora notabilizado pela suspensão da censura a jornais, pelo fim da tortura de presos políticos e pela distensão “lenta, segura e gradual”, o general, penúltimo ditador do ciclo militar de 1964, autorizou a ofensiva contra os pequenos veículos em despachos com o então ministro da Justiça, Armando Falcão. O ministro da Fazenda, Mário Henrique Simonsen, concordou com a ação, proposta pelo II Exército – hoje Comando Militar do Sudeste, de São Paulo.

Thought noted for suspending press censorship, ending torture of political prisoners and for his “slow, secure and gradual opening,” the general, the second to last dictator of the military cycle commencing in 1964, authorized the offensive against small publications in private meetings with them justice minister Armando Falcão. Treasury minister Mário Henrique Simonsen agreed with the plan, which was proposed by the Second Army — today, the Southeast Military Command of São Paulo.

A autorização de Geisel para um ataque fiscal ao jornal Versus está documentada em ofício de 1º de setembro de 1978. Nele, o chefe de gabinete do Ministério da Justiça, Walter Costa Porto, transmite pedido da Polícia Federal para liberar a ação. A resposta vem manuscrita. “Confidencial. Conversei, no despacho de hoje, com o Exmo. Sr Presidente da República, que aprovou a medida”, escreve Falcão. “Prepare-se, assim, o competente expediente ao Sr. Ministro de Estado da Fazenda. Em 11.9.1978. A. Falcão.” Uma lista com Versus e outras 41 publicações que deveriam sofrer o mesmo processo da Receita, entre elas O Pasquim e Movimento, integra o dossiê.

Geisel’s authorization of a fiscal assault on the newspaper Versus is documented in an order dated September 1, 1978.  In it, the chief of staff of the Ministry of Justice, Walter Costa Porto, transmits an order to the federal police authorizing the action. The response is handwritten. “Prepare, then, the appropriate document for the Treasury minister.  11.9.1978 [signed] A. Falcão.” A list naming Versus and 41 other publications that were to suffer the same treatment by the tax authority, among them O Pasquim and Movimento, is part of the dossier.

Nos documentos, a operação secreta é tratada com naturalidade pelos ministros e por integrantes de órgãos de repressão, em correspondências oficiais de 1976 a 1978. Simonsen, por exemplo, em ofício de 1º de abril de 1977, solicita que “as indicações das empresas a serem auditadas sejam acompanhadas de todas as informações disponíveis no Ministério da Justiça e nos órgãos integrantes do Sistema Nacional de Informações, bem como sejam instruídos os órgãos regionais e sub-regionais do Departamento de Polícia Federal (…).” E expõe o objetivo: “Subsidiar a aplicação de providências legais (…) no sentido de promover, se for o caso, o encerramento de atividades desse tipo de empresa”.

Em outro ofício, de 26 de abril de 1978, Costa Porto encaminha informação do “senhor ministro-chefe do SNI” – João Figueiredo, posteriormente presidente da República. Ele reproduz o texto de Figueiredo: “Considerando que a imprensa nanica continua proliferando, conclui-se que a operação dos Ministérios da Fazenda e Justiça, visando a retirar de circulação esses jornais cuja viabilidade econômica é questionável, está resultando infrutífera”.

O mesmo Costa Porto, em documento de 1º de setembro de 1978, mostra que Geisel acompanhou a operação contra os alternativos por muito tempo. Ele lembra a Falcão que, em 1º de agosto de 1977, o ministro da Justiça levara o assunto ao presidente, que “decidira, verbalmente, aguardar”.

Humberto Barreto, ex-secretário de Imprensa do presidente, nega ter sabido dela. “Por mim, não passou”, diz. O ex-senador e ex-ministro Jarbas Passarinho também diz desconhecer a articulação. “O que eu ouvia dos líderes do presidente é que ele tinha aberto a liberdade de imprensa, exceto para a imprensa nanica”, explica. “Ela era muito violenta.” Falcão foi procurado, por intermédio de familiares, mas não deu entrevista. Em seu livro Tudo a Declarar, não menciona o ataque fiscal, mas reconhece que centralizou a censura. Geisel morreu em 1996, e Simonsen, em 1997.

O processo “de caráter sigiloso” foi iniciado no Ministério da Justiça pelo Ofício 341/Sec/Gab, de 9 de setembro de 1976. No texto, o diretor-geral da PF, Moacyr Coelho, envia a Falcão documentação do II Exército “contendo sugestão de emprego dos órgãos fazendários, dentro da área de esfera de suas atribuições, na fiscalização de publicação de influência ou orientação esquerdista”.

The proceeding “of a confidential nature” was initiated in the Ministry of Justice by Order No. 341/Sec/Gab dated September 9, 1976. In the document, the head of the federal police, Moacyr Coelho, sends Falcão documentation from the II Army “containing a suggestion of using the tax authority, within the sphere of its attributions, in the oversight of publications of leftist influence or orientation.”

A Informação número 1.343/76-CB, de 23 de agosto de 1976, da 2ª Seção do Comando da Força em São Paulo, alertava que a ação policial da censura vinha criando uma série de incidentes que desgastavam o governo e serviam de “bandeira para as esquerdas mobilizarem a classe jornalística”. Acrescenta, ainda, ser “mais eficaz a censura fiscal”, que poderia determinar “o fechamento de tais publicações pela atividade de fiscalização”.

Ali Kamel, journalism director of the Globo organizations and one of the most intellectually dishonest persons in the Southern Hemisphere, orchestrated a media campaign along those lines last year that was astonishing similar to Ronald Reagan’s “Welfare Queen” campaign meme in 1976.

The neocon playbook tends to migrate discretely to South America like Dr. Mengele to Bertioga (the infamous Nazi medical experimenter died in the São Paulo seaside town on February 7, 1979, under the protection of the generalissimos who ran Brazil at the time.)

The federal accounting tribunal (TCU), through Minister José Jorge, a former vice presidential candidate on the PSDB/PFL slate, claims there are irregularities in a program that has provided 400,000 young persons with a university education. And what is the substance of his accusations? That 39 supposedly misstated their income and own brand new cars. One of them owns a car worth more than R$90,000. Using this data, you get the headline: ProUni admits the owners of brand new cars.

The TCU is a weird institution that is, in fact, packed with partisans of the political opposition.

The federal executive has founded a parallel federal auditor, the CGU, which is active in cases of tax evasion, money laundering and official corruption. As a result, you sometimes have this climate of dueling audits, tainted with political partisanship.

Who is black and who is white? The editorialists prefer to spend their energy on the sharp exchange between Supreme Court justice Barbosa and Chief Justice Mendes, criticizing Barbosa. But the question that must be asked is: If Barbosa were a white man, would he have been reprimanded in the editorial pages? …

The Antonin Scalia-like behavior of Brazil’s Chief Justice — the guy behaves the way Scalia would if he were the drunken king of the universe, but is restrained from behaving by the vestiges of a tradition of decorum, which he clearly despises, at the high court — is a hot topic these days, but a topic for another blogging time.

Hasty generalization from a “poster-child” case is the essence of a moral panic campaign, of course. On “moral panic”:

Moral crusades advance claims about both the gravity and incidence of a particular problem. They typically rely on horror stories and “atrocity tales” about victims in which the most shocking exemplars of victimization are described and typified. Casting the problem in highly dramatic terms by recounting the plight of highly traumatized victims is intended to alarm the public and policy makers and justify draconian solutions. At the same time, inflated claims are made about the magnitude of the problem. A key feature of many moral crusades is that the imputed scale of a problem … far exceeds what is warranted by the available evidence. — Ronald Weitzer, “The Social Construction of Sex Trafficking: Ideology and Institutionalization of a Moral Crusade,” Politics Society 2007; 35; 447

The Wikipedia article on the myth of the Welfare Queen is well-written. Just as a reminder:

Ronald Reagan was opposed to welfare and the philosophy thereof, which he believed to be detrimental to the health of the United States. During his terms as California Governor, Mr. Reagan had proposed and implemented numerous state budget cuts for medical care and social welfare in the late 60’s and the 70’s. His welfare reform program succeeded in saving the state US$740 million of taxpayer money that it would have paid in public assistance and Medicaid. His firing of Clark Kerr, the president of the University of California, and his announcement that the State had to stop “subsidizing intellectual curiosity” was controversial. His 1971 New York Times editorial “Welfare is a Cancer” argued that “Welfare is a national moral and administrative disaster — a cancer that is destroying those it should succor and threatening society itself. It has tragically failed those who, through no fault of their own, must rely on it for the minimum needs of life. It has failed those who want to find their way into productive lives as people — individuals with a purpose and a goal — not a faceless mass whose destiny is the dole.”

Studies show that the welfare queen idea has roots in both race and gender. Franklin Gilliam, the author of a public perception experiment on welfare, concludes that:

“While poor women of all races get blamed for their impoverished condition, African-American women commit the most egregious violations of American values. This story line taps into stereotypes about both women (uncontrolled sexuality) and African-Americans (laziness).”

Studies show that the public dramatically overestimates the number of African-Americans in poverty, with the cause of this attributed to media trends and its portrayal of poverty. Political scientist Martin Gilens found that the media shifted its focus on poverty from white Appalachian farmers and factory closings during the 1960s, to a very darker image following civil unrest in major US cities. By 1973, 75% of magazine pictures featured African Americans as the face of welfare, despite African Americans making up only 35% of welfare recipients.^[10] This darkening of welfare recipients was accompanied by a feminization of poverty during the same time, where from the 1970s onwards, women became the predominant face of poverty.

Efforts by Karen Hughes to win hearts and minds in Iraq, for example, with Virgina-based Arabic-language radio stations pumping out, not Umm Kulthoum, but Madonna, to our misguided neocolonial children in Mesopotamia, struck me as among the most culturally tone-deaf diplomatic initiatives in history.

This is what you get when, as the Bush government did, you hire sports marketers, TV programmers, loyal but stupid political smear-campaign radio spot producers, and blog-happy self-designated new media seers to conduct your national public relations.

Whether I would choose to be bombarded by an alt.mediasphere programmed by Uncle Hugo is another matter, of course. Valor provides some interesting data on the televised revolution up there in Hugoland. File under “consent, manufacture of.”

Os enredos carregam mensagens políticas, propagam valores socialistas e homenageiam libertadores da América. Podem ser sutis, como em “Los Bloques”, a tragédia de uma família de classe alta que vê o desmoronamento do pai – um juiz corrupto – e cujo vilão tem o mesmo nome do dono da única emissora de televisão aberta em Caracas fortemente oposicionista. Podem ser escancarados, como em “Comando X”, filme que gira em torno dos planos de um grupo extremista de explodir o maior edifício da capital venezuelana e derrubar do poder um popular presidente de esquerda.

The plots carry political messages, promote socialist values and pay homage to Latin American liberators. They may be subtle, as is the case with “Los Bloques,” the tragedy of an upper class family witnessing the decline and fall of its father, a corrupt judge, whose villian happens to bear the same name as the owner of the only oppositionist TV station in Caracas.

Or these values may be blatant, as in Comando X, a film about the plans of an extremist group to  blow up a principal government building and overthrow a popular leftist leader.

Ao mesmo tempo em que nacionalizava companhias de serviços públicos, apertava petrolíferas estrangeiras e buscava uma mudança na Constituição para reeleger-se indefinidamente, o presidente da Venezuela, Hugo Chávez, resolveu criar uma produtora cinematográfica bolivariana para “combater a ditadura de Hollywood”. Como faz habitualmente, não guardou pudores. “Luzes, câmera, revolução” é o slogan que aguarda quem cruza os portões da Villa del Cine, em Guarenas, um município na periferia de Caracas. O que se vê dali em diante é um poderoso complexo audiovisual: dois estúdios internos; um estúdio externo de 3.500 m2, lagoa e rio artificiais; 12 módulos de edição e toda a classe de equipamentos de última geração.

A Villa del Cine foi inaugurada em 2006, tem um orçamento de US$ 16 milhões só neste ano e foi responsável por triplicar a produção nacional, diz seu presidente, David Rodríguez, cineasta formado em Cuba. O catálogo já possui 13 filmes lançados, entre longas-metragens e documentários, e outros 12 têm estreia prevista até o fim do ano. A produtora nasceu com um propósito claro: espalhar os princípios da “revolução bolivariana” e do “socialismo do século XXI”. “Os Estados Unidos não difundem seus valores por meio do cinema?”, questiona Rodríguez, empenhado em defender o projeto. É um cinema feito por revolucionários, para revolucionários. “De um lado, toda ação criativa é eminentemente política. De outro, tentamos fomentar um público crítico e ajustado com a nossa revolução.”

Para divulgar melhor essas produções, o Ministério da Cultura abriu 196 salas de cinema em comunidades pobres, mas o sucesso entre o público mais tradicional é questionável. Os principais shopping centers de Caracas não dão muita bola para as películas da Villa del Cine, os camelôs da cidade só vendem DVDs piratas com estrelas hollywoodianas e as lojas da rede Blockbuster ainda não têm uma seção de filmes nacionais.

Apesar disso, mais de 200 mil pessoas assistiram à primeira superprodução da autarquia, “Miranda Regresa”, um épico que relata a história do herói da independência Francisco de Miranda (1750-1816). O orçamento de US$ 2,3 milhões incluiu tomadas em Cuba e na República Tcheca. Danny Glover, o astro americano de “Jogos Mortais” e da série “Máquina Mortífera”, é um fã declarado de Chávez e fez uma pontinha no filme.

As instalações da Villa del Cine, a propósito, receberam a visita de atores e diretores como Sean Penn, Tim Robbins, Kevin Spacey e Benicio del Toro. Penn – cujo pai era abertamente comunista – interessou-se pela quantidade de gente jovem que trabalha ali e Robbins procurou locações para seus próximos filmes. As incursões de Glover na Venezuela ganharam ares de escândalo quando ele pleiteou US$ 18 milhões do orçamento estatal para produzir e dirigir um filme sobre Toussaint Louverture, líder negro que comandou uma revolta de escravos decisiva para a independência do Haiti, no fim do século XVIII. Depois de muita controvérsia, Glover acabou desistindo do projeto e os recursos não foram liberados.

Para um país sem tradição no cinema, surpreende a qualidade técnica das produções da Villa del Cine. As reconstituições históricas são verossímeis, a edição é bem feita. Para épicos como “Miranda Regresa” e “Zamora” – título que homenageia o general Ezequiel Zamora (1817-1860), pai do regime federalista venezuelano, e deve estrear em junho -, casas e igrejas coloniais foram recriadas. Atores locais já consagrados têm a sua vez, mas os papéis de destaque são dados preferencialmente a egressos do teatro que ainda não conhecem a fama. Geralmente, os protagonistas estão nessa posição pela primeira vez. Os figurantes costumam ser escolhidos nas próprias comunidades onde os filmes são ambientados.

A maior parte dos roteiros é selecionada em “concursos de ideias”, com temática aberta ou predefinida e julgamento por um comitê estatal. Se o filme estourar, ganha o autor, que mantém todos os direitos sobre a obra. Mas a Villa del Cine deixa claro que trabalha sem pretensões comerciais. “Não estamos buscando dinheiro. Queremos impulsionar a indústria cinematográfica nacional”, define Rodríguez.

O presidente da produtora diz, ainda, que a Villa ampliou as perspectivas de trabalho para os profissionais venezuelanos do setor. E lembra que o governo também criou a Amazonia Films, uma distribuidora estatal que leva as produções bolivarianas para os países vizinhos e filmes latino-americanos para a Venezuela, em um “verdadeiro gasoduto audiovisual na região”, como afirma o cineasta, em referência ao projeto aposentado de Hugo Chávez de implantar um supergasoduto até a Argentina.

“O ponto positivo é que nenhum governo havia investido tanto em matéria de cinema”, reconhece o crítico Juan Antonio González, que assina uma coluna no jornal caraquenho “El Nacional”. Ele ressalta a infraestrutura da Villa del Cine e acredita que ficaram para trás os tempos em que a Venezuela não produzia um único filme por ano, mas os elogios param por aí. De que adianta ter equipamentos modernos e custos de produção subsidiados, sugere González, se “os filmes defendem valores propagandeados pelo Estado e cineastas que alguma vez se demonstraram contra o governo não conseguem emplacar seus projetos?”

Talvez o presidente Chávez pense em transformar a Villa del Cine em uma referência internacional como a escola de San Antonio de los Baños, em Cuba, especulam os venezuelanos. Mas o caminho parece longo. “Os filmes cubanos transcendem a pura propaganda. Aqui, as produções são apenas panfletárias. Nem sempre é algo evidente, mas frequentemente abusam do caricaturesco, do lugar-comum e da linguagem televisiva. Não têm nada de Glauber Rocha”, compara González.

Para ter uma ideia do que isso significa, o documentário “Venezuela Oil Company” é simbólico. Ele narra a saga do petróleo no país, desde a primeira descoberta, no início do século passado, até a nacionalização da gigantesca reserva da Faixa do Orinoco, na era Chávez. Entre um evento e outro, a histórica greve geral da PDVSA, em 2003, que parou completamente a produção e resultou na demissão de 18 mil funcionários.

Hugo Chávez não aparece em um único momento, mas executivos americanos e o ex-embaixador dos Estados Unidos são ridicularizados. No fim, o depoimento de um poeta e dramaturgo venezuelano: “Nenhum país produziu tanto ao capitalismo mundial em tão pouco tempo mais que os índios aos espanhóis e a Índia aos ingleses. O petróleo tem de servir para mover sentimentos e valores. Para que não haja nenhuma guerra no Oriente Médio. Para que os Estados Unidos não tenham de invadir o Iraque nem que Israel tenha de invadir o Líbano”.

Banco Opportunity, founded by MIT-trained convicted briber of federal officers Daniel Dantas, owns a cattle ranch in Pará which the Brazilian federal police suspect may have been used to launder money.

The ranch is currently occupied by the Movimento dos Trabalhadores Rurais Sem Terra, an aggressively civil disobedience-oriented agrarian reform and anti-latifúndio movement known for invading and occupying properties the validity of whose title it questions.

The Globo national network reports: A “gun battle” erupts between members of the MST and “security guards” for the ranch.

In the footage shown by the network — I am waiting for someone to post that to YouTube — members of the MST are not shown firing.

As part of the report, typically, a Globo cameraman is interviewed about his own heroism in continuing to film “in the middle of the crossfire.”

The shooting was all filmed from behind the security guards who were firing. No MST protesters were captured on camera firing. One security guard was reported wounded, and shown briefly, clutching at his neck and grimacing, but the cause of his injuries were not reported.

Self-congratulatory “coverage of the coverage” at the expense of factual accuracy being a hallmark of the Globo Standard of Quality in journalism. This is the basic premise, for example, of Globo’s “Globo Repórter” program.

The MST, not interviewed by TV Globo about the incident — balanced coverage and hearing all sides not being part of the Globo Standard of Quality– released its own version of events.

2- O motorista avisou os seguranças da fazenda, que chegaram quando os trabalhadores rurais estavam carregando o caminhão. Os seguranças chegaram armados e passaram a ameaçar os sem-terra. O trabalhador rural Djalme Ferreira Silva foi obrigado a deitar no chão, enquanto os outros conseguiram fugir. O sem-terra foi preso, humilhado e espancado pelos seguranças da fazenda de Daniel Dantas.

3- Os trabalhadores sem-terra que conseguiram fugir voltaram para o acampamento, que tem 120 famílias, sem o companheiro Djalme. Avisaram os companheiros do acampamento, que resolveram ir até o local da guarita dos seguranças para resgatar o trabalhador rural detido. Logo depois, receberam a informação de que o companheiro tinha sido liberado. No período em que ficou detido, os seguranças mostraram uma lista de militantes do MST e mandaram-no indicar onde estavam. Depois, os seguranças mandaram uma ameaça por Djalme: vão matar todas as lideranças do acampamento.

4- Sem a palha e a lenha, os trabalhadores sem-terra precisavam voltar à outra parte da fazenda para pegar os materiais que já estavam separados. Por isso, organizaram uma marcha e voltaram para retirar a palha e lenha, para demonstrar que não iam aceitar as ameaças. Os jornalistas, que estavam na sede da Agropecuária Santa Bárbara, acompanharam o final da caminhada dos marchantes, que pediram para eles ficarem à frente para não atrapalhar a marcha. Não havia a intenção de fazer os jornalistas de “escudo humano”, até porque os trabalhadores não sabiam como seriam recebidos pelos seguranças. Aliás, os jornalistas que estavam no local foram levados de avião pela Agropecuária Santa Bárbara, o que demonstra que tinham tramado uma emboscada.

5- Os trabalhadores do MST não estavam armados e levavam apenas instrumentos de trabalho e bandeiras do movimento. Apenas um posseiro, que vive em outro acampamento na região, estava com uma espingarda. Quando a marcha chegou à guarita dos seguranças, os trabalhadores sem-terra foram recebidos a bala e saíram correndo – como mostram as imagens veiculadas pela TV Globo. Não houve um tiroteio, mas uma tentativa de massacre dos sem-terra pelos seguranças da Agropecuária Santa Bárbara.

6- Nove trabalhadores rurais ficaram feridos pelos seguranças da Agropecuária Santa Bárbara. O sem-terra Valdecir Nunes Castro, conhecido como Índio, está em estado grave. Ele levou quatro tiros, no estômago, pulmão, intestino e tem uma bala alojada no coração. Depois de atirar contra os sem-terra, os seguranças fizeram três reféns. Foram presos José Leal da Luz, Jerônimo Ribeiro e Índio.

O projeto de Lei de Serviços de Comunicação Audiovisuais limita o poder midiático que um único grupo pode exercer, reduz de 24 para 10 o número de concessões que um indivíduo poderá receber e elimina as restrições à liberdade de informação em nome da segurança nacional contidas na lei da ditadura. The major news media in Argentina, and especially the country’s largest media group, Clarín, is all aflutter. A bill introduced by the Kirchner administration has been working its way through the congress since March 18 that revises the legislation imposed in 1980, the height of the bloodiest dictatorial violence in the history of the nation. The Audiovisual Communications Services Bill limits the power a single group may exercise, reduces from 24 to 10 the number of concessions an individual may receive, and eliminates restrictions on the freedom of the press in the name of national security contained in the dictatorship-era law. Anyway you look at it, the bill promotes a democratization of the media, or at least provides the conditions for altering the monopolist situation that prevails.

All of which was enough for O Globo to run a story which, under the headline, “Kirchner Couple Attack The Press,” managed to be both sexist — the president is Cristina Kirchner — and factually false.

There is not a single line in the bill that assails freedom of the press or expression. Quite the contrary — it eliminates restrictions in the 1980 law. What it does limit is the “freedom” to control 70% of the market.

Under the 1980 law, the agency regulating the media was to be composed of military officers, business owners and the intelligence services. The Kirchner bill changes its composition to members of the legislature (including the second and third minority parties) and the executive branch, as well as a council of media workers, nonprofits, and universities.

If it is true that the Argentine dictatorship killed and traumatized at a level far superior to the Brazilian dictatorship — so that it can be argued that El Clarín’s support was even more morally repugnant than the Globo conglomerate’s for the Brazilian generals — it is also true that the Argentine group’s history of criminal malfeasance is still not on a level with Globo’s.

The situations of media monopolies are relatively similar in the two countries, but the history of thuggish behavior by the Brazilian oligopoly is far worse, the degree of concentration of media ownership, both in print and electronic media, is higher, the corruption of the media groups is much more acute, and the intellectual and ethical education of its workforce is infinitely inferior to that of the Argentines. That is to say, in this respect, we Brazilians are worse off.

The introduction of this excellent bill in the Argentine congress, even though under constant bombardment, and the existence of a leftist newspaper of national stature like Página 12, which has no Brazilian equivalent, is an expression of this.

Há uma certa ousadia que, neste tema, falta ao governo brasileiro e sobra nos Kirchner (tanto no mandato de Néstor como no de Cristina). Mas há também o outro lado. Popularíssimo, o governo Lula tem sido bem mais hábil politicamente que a coalizão de centro-esquerda peronista.

Se os leitores de jornal do Brasil não têm uma opção como Página 12, os sujeitos políticos argentinos não têm uma alternativa aos tentáculos burocráticos do PJ (Peronista) comparável à renovação que o Partido dos Trabalhadores, com todas suas limitações, construiu como alternativa ao populismo brasileiro clássico.

On the contrary: It is the lack of policy alternatives among the Argentine left that gave the conservative forces of ruralism and the media a chance to bleed the government as it is doing. If Brazilian newspaper readers lack an option like Página 12, Argentine political actors have no alternative to the bureaucratic tentacles of the Peronist PJ that is comparable to the renewal the PT, for all its limitations, built as an alternative to classic Brazilian populism.

Conjugada com a forma divisionista e polarizante de governar que têm os Kirchner, essa falta de alternativas tem sido fatal para as causas progressistas na Argentina. Mesmo considerando-se o oportunismo do vice-presidente Cobos, a situação de ruptura com ele é daninha e segue contribuindo ao sangramento do governo.

Two theories are being investigated: First, that the policemen were members of local death squads and for this reason chose victims at random. Their objective was to cause terror, fear and panic. The other possibility was dissatisfaction with a police operation investigating military policemen involved in the assassination of two men a few days before the massacre. The troopers wanted to demonstrate their dissatisfaction with the change of command at the 15th Battalion of Duque de Caxias.

Or both. Or something. Nobody knows nothing.

The police here sometimes have an extraordinarily difficult time investigating themselves.

Relatives of victims and witnesses to the massacre are still receiving threats from unknown persons circulating through the area. This led relatives of victims to contact the state prosecutor’s office in Nova Iguaçu on March 31 to denounce the threats.

Acompanhado do diretor executivo do Centro de Direitos Humanos de Nova Iguaçu (CDH) Padre Justino, familiares expuseram a preocupação de coação e ameaças as testemunhas do crime. Dos ex-policiais envolvidos, apenas dois foram condenados (Jorge Carvalho e José Augusto Felipe), outros dois aguardam o julgamento (Julio Amaral e Marcos Siqueira) e um está em liberdade (Fabiano Lopes), por ter cumprido quatro anos de pena pelo crime de formação de quadrilha.

Accompanied by executive director Father Justino of the Nova Iguaçu Human Rights Center, families expressed their concern over coercion and threats against witnesses to the crime. Of the former policemen involved, only two have been found guilty … while another two await trial … and one is at large after having served four years on charges of criminal conspiracy.

Nice music, great beaches … scenes straight out of Apocalypse Now, perpetrated by the holders of the monopoly on the legitimate exercise of State violence.

Over whom the State wields just about zero control, thanks to institutional prerogatives that are essentially, as I understand it, throwbacks to the military dictatorship.

A report on the incident by Justiça Global, titled “Impunity in the Baixada,” noted the historical precedents of this sort of conduct in the region, and the neglect of the region by the Rio de Janeiro press.

Starting with the creation of the Military Police, in 1967, as an auxiliary force in the process of political repression and preventive patrolling, death squad activity began to escalate in the region. The direct, and later indirect, participation of policemen in these groups, their financing by local merchants and businessmen, and the backing of local political groups, created the conditions for this criminal organization to thrive.

Luis Nassif gave Veja grief.

Brazilian online journalist and multimedia economics pundit Luis Nassif is being sued by the editors of Veja magazine (Editora Abril) for having argued — not to put too fine a point on it — that the magazine’s journalism sucks outrageously.

I believe he may have referred to it as a “journalistic sewer,” in one of the more purple passages from his series on the quality of journalism at the glossy neo-Lacerdist weekly.

A careful argument, based on case studies and generally accepted standards and practices, and a persuasive one. I, for one, from experience, have long been convinced that Veja sucks big-time. Nassif’s series really only reinforced that belief.

Something important happened in the Brazilian blogosphere when journo Luis Nassif began publishing articles about Veja magazine: the debate moved to another level. In what Nassif calls his Veja “dossier,” he analyzes, with plenty of examples, the kind of journalism practiced by the glossy newsweekly. This week, Judge Abrão of the 42nd São Paulo Civil Bar threw out a defamation lawsuit filed against Nassif by Veja editor in chief Eurípides Alcântara.

“O maior fenômeno de anti-jornalismo dos últimos anos foi o que ocorreu com a revista Veja. Gradativamente, o maior semanário brasileiro foi se transformando em um pasquim sem compromisso com o jornalismo, recorrendo a ataques desqualificadores contra quem atravessasse seu caminho, envolvendo-se em guerras comerciais e aceitando que suas páginas e sites abrigassem matérias e colunas do mais puro esgoto jornalístico”, é o que se lê logo no primeiro parágrafo do visualmente simples blog de Luis Nassif.

“The greatest example of antijournalism in recent years has been what has happened with Veja magazine. Brazil’s biggest weekly has gradually devolved into a libelous rag without the slighest commitment to journalism, launching personal attacks against anyone who crosses it, involving itself in commercial disputes and allowing its pages and Web sites to harbor articles and columns containing pure journalistic sewage,” Nassif wrote in the first paragraph of his visually unsophisticated blog.

A fundamentação do jornalista contra a revista baseia-se em três afirmativas. Segundo ele, é necessário juntar um conjunto de peças. “O primeiro conjunto são as mudanças estruturais que a mídia vem atravessando em todo mundo. O segundo, a maneira como esses processos se refletiram na crise política brasileira e nas grandes disputas empresariais, a partir do advento dos banqueiros de negócio que sobem à cena política e econômica na última década. A terceira, as características específicas da revista Veja e as mudanças pelas quais passou nos últimos anos”.

Nassif’s critique of the magazine is based on three premises, and according to him, a number of different factors have to be pieced together. The first factor is the structural change that the media is undergoing all over the world. The second is the way in which these changes were reflected in Brazil’s political crisis [of 2005] and its great business disputes, with the advent of commercial bankers who arrived on the economic and political scene in the last decade. The third are the specific characteristics of Veja and the changes it has undergone in recent years.

Não há dúvida de que o blog é leitura fundamental, para se pensar o jornalismo contemporâneo. Diversos blogs, inclusive, lançaram campanhas para que a página de Nassif figurasse no topo do site de buscas Google, quando a palavra Veja fosse procurada. A revista Veja chegou a impor dificuldades tecnológicas de busca e os próprios leitores do blog passaram a ajudar Nassif a encontrar reportagens específicas.

Nassif’s blog is required reading for those interested in contemporary journalism. Various other blogs launched a campaign to put Nassif’s at the top of the Google search results for the search term “Veja.” Veja responded by imposing technical obstacles to searching its own site, and Nassif’s readers started helping the journalist locate specific articles.

Its rationalization for choosing to profess belief in gibbering nonsense was one of the great moments in the history of modern Brazilian disingenuous logic-chopping -- a sport at which the tropical nation's Fourth Estate excels.

In a ruling handed down this week,Judge Abrão threw out the defamation lawsuit filed against Nassif by the magazine and its editor in chief. “The foundation of the ruling is magnificent and the ruling itself is a historic one, to the extent that it is not very common for a media outlet to sue a journalist over articles dedicated to the study of that outlet,” comments Idelber Avelar, author of the blog Biscoit Fino e a Massa.

“A liberdade plena de imprensa, maior conquista das democracias ocidentais, observa o ângulo da transparência, seriedade e compromisso com a verdade. Difícil manter a harmonia quando interesses econômicos, políticos, sobretudo empresariais, sem sombra de dúvida, flexionam os limites da ética e da moralidade da imprensa”, diz a sentença.

“Freedom of the press, the greatest conquest of Western democracies, obeys the principles of transparency, seriousness and commitment to truth. It is difficult to maintain these principles when economic, political and above all business interests, beyond the shadow of a doubt, test the limits of the new media’s ethics and morality,” the judge says in his ruling.

“Desenhada a arquitetura da lide, o seu ambiente divergente, feito o bosquejo do essencial, e tendo em mira a mudança de mentalidade surgida com a guerra midiática dos informes eletrônicos, blogs, equipamentos disponíveis, sopesando, um a um, todos os aspectos, a prova amealhada não permite, salvo melhor juízo, o acolhimento desta ação. Explicando a procura de justificativa, embora forte e contundente na sua crítica, Luis Nassif se cercou do contexto que tinha em suas mãos para escrever a matéria e não patinar nas informações, abordou assunto próprio de sua característica e o desagrado, como não poderia deixar de ser, fora generalizado”, prossegue o juiz.

“Técnico, impecável, o magistrado reitera que julga a ação, não a veracidade da reportagem de Nassif. Mas estabelece claramente que Nassif seguiu pautas jornalísticas em seu trabalho. Categórico, o juiz desmonta a pretensão da revista Veja de extorquir cem mil reais de indenização do jornalista. Muito pouco apreço pela verdade e pela própria dignidade terá qualquer advogado que recorra desta decisão em nome da revista Veja. Trata-se de uma sentença histórica em defesa da genuína liberdade de imprensa, não desse falso slogan que evocam os grupos de mídia quando são contrariados”, avaliou Avelar em sua página.

“Impeccably technical, the judge reiterates that he is there to judge Nassif’s actions, not the accuracy of what he reported. He clearly establishes, however, that Nassif followed journalistic guidelines in his work. The judge categorically demolishes the magazine’s attempt to extort R$100,000 from the journalist. This is a historic ruling in defense of genuine freedom of the press, as opposed to the phony slogan evoked by media corporations when their interests are crossed,” Avelar writes.

O diretor de redação de Veja, Eurípedes Alcântara, e o editor especial Lauro Jardim entraram em fevereiro de 2008 com as ações civis na justiça de São Paulo. Foram quatro ações: duas de Alcântara contra o jornalista e o portal que hospeda seu blog, o iG, cujo mantenedor é a Brasil Telecom, e outras duas de Jardim também contra Nassif e o iG.

Veja editor in chief Eurípedes Alcântara and special editor Lauro Jardim filed suit in February 2008. Four civil actions were filed: two by Alcântara, one against the journalist and one against iG, the portal that hosts his blog, which is maintained by Brasil Telecom, and two by Jardim against iG and Nassif.

In Brazil, if you give a lousy performance, you don’t have to stand for negative reviews. Just sue the bastards until they give you raves.
