Cisco Hints at Tupi Telephony Deal

Concessionária vai vender plataforma IP da Cisco: Cisco says it will soon be able to announce having convinced a major Tupi telco — it won’t say which one yet — to offer its voice-over-IP products.

The announcement is supposed to take place at a Cisco Networkers event in São Paulo in late May, reports Convergência Digital.

NET just talked us into taking its digital telephone service as a part of its triple-play residential service by offering it for free for one year. My wife, who remembers waiting for almost a year and paying four months’ salary for her first residential telephone line, was not keen on making the switch, so we will continue with the two phone lines until we have evaluated the new service.

Number portability would be nice.

What I just said. Cisco promises to disrupt a major paradigm for IP telephony in Brazil in late May is expected to announce an alliance with a telephone concession-holder to offer [VoIP as an] additional service.

Expected by whom?

More of what I just said, attributed to Rodrigo Ochoa, Cisco’s director of new business development.

Corruption Crackdown Case Study No. 99: “Slouching Toward Pasargadae”

Manuel Bandeira: “I going to Pasargadae, where I’m friends with the king.”

Vou-me embora pra Pasárgada
Lá sou amigo do rei
Lá tenho a mulher que eu quero
Na cama que escolherei …
Vou-me embora pra Pasárgada

Em Pasárgada tem tudo
É outra civilização
Tem um processo seguro
De impedir a concepção
Tem telefone automático
Tem alcalóide à vontade
Tem prostitutas bonitas
Para a gente namorar

–Manuel Bandeira

PF prende 44 acusados de desviar R$ 200 milhões; entre os presos, 14 prefeitos: 14 mayors from Bahia and Minas Gerais, and a federal judge, arrested in a federal police action in which judges allegedly got paid off to rule in their favor to get around bottlenecks in the government revenue-sharing process.

The question of whether or not Brazil is effectively combating corruption is a vexed and politically charged one. But I follow the police blotter pretty closely, and the federal police here seem awful busy borking schemes like this, the details of which are always fascinating to read. See also

The most dramatic cases involved the alleged buying of judges by the godfathers of the jogo do bicho in Rio and São Paulo. I tend to think these efforts are credible, sustained, and very positive. Crooked federal police and other enforcers are regularly rooted out and busted by their colleagues. A reasonable level of legal certainty is an important factor in decisions to invest, after all.

The problems that remain seem to arise, in these political corruption cases, when you go to prosecute and convict offenders, many of whom enjoy a form of parliamentary immunity that the OAB and Brazilian Magistrates Association have lobbied heavily to overturn. Likewise, some of the big bicheiros of Rio who allegedly bought very senior judges managed to get a writ of habeas corpus from a Supreme Court justice.

The federal police today arrested 44 persons suspected of taking part in a scheme to defraud the FPM, [a constitutionally mandate sharing of federal tax revenues with municipal governments]. Among those arrested were 14 mayors from Minas Gerais and Bahia. Also arrested were 9 lawyers, a federal judge, four prosecutors, four employees of the justice department, a manager at the Caixa Econômica Federal and a lobbyist. Estimated losses to the public coffers as a result of this scheme were more than R$200 million. Continue reading

Banco Central Keeps an Eye on FDI

Trends in net foreign direct investment, 1971-2007, in US$ billions. Source: Brazilian Central Bank, April 9, 2008.

The Brazilian central bank releases a report on foreign direct investment today.

Net flows of foreign direct investment (FDI) into Brazil were US$34.6 billion in 2007, a record for the variable, which the central bank began measuring in 1947. From 1996 to 2000, inflows from privatizations were a significant factor in the considerable growth in FDI, especially in the electrical energy and telecommunications sectors.

With the close of the privatization process and as a consequence of market volatility in 2001 and 2002, with increased uncertainty about macroeconomic performance, this trend reversed itself, with a decline in FDI in the period 2001-2003 (Figure 1). At that point, a new upward trend begins, driven by substantial inflows of some US$5 billion in August 2004 due to the trading of shares between Brazilian and foreign firms. The cumulative effects of this event were felt through mid-2005, growing for four straight quarters.

Forza e Froda: Berlusconi Canvasses the Tropical Diaspora

Greve dos Correios no Brasil pode prejudicar eleições na Itália: O Globo reports that the strike that brought the Brazilian postal service to a halt might have an effect on the Italian elections.

Come again?

Correct. When Italy decided to follow the example of other EU nations in providing Italian passports to the descendents of its emigrants from the past century, it decided to give them the vote as well.

And the right to run for office in Italy.

My wife, a third-generation descendant of Neapolitan Brancaccios, for example — dinner with the in-laws can resemble those family dining scenes of which Fellini was so fond — has been deluged by glossy brochures from a murky slate of candidates (Berlusconi is not mentioned), urging her to hightail it down to the consulate and vote for the red, white and green.

Unfortunately, she threw them out in disgust; I was interested in documenting the campaign.

The strike at the Brazilian postal service, which began Tuesday in 14 Brazilian states and the federal district, could pose a risk to the voting rights of Italians who live here, with less than two weeks to go before the Italian parliamentary elections.

“Hundreds of thousands of voters will be affected, and their votes, if they do not arrive at the consulates before April 10, will be annuled,” said Marco Zacchera, who handles foreign affairs for the Silvio Berlusconi’s PDL, to the news agency Ansa.
