The arrest of PMDB state assemblyman Alvaro Lins and the charges filed against former governor Anthony Garotinho for armed criminal conspiracy, reported prominently on Friday, May 30 by O Globo and the major metro dailies of São Paulo, shine a light on the nearly incomprehenisble inability of the Rio state government to combat criminal organizations that have dominated the shantytowns of the Rio metropolitan area.

Garotinho and Lins are accused of being members of a scheme of police and administrative corruption that provided cover for business owners who evaded taxes and ran slot machines and illegal gambling.

Garotinho is charged with being the political head of the group. The federal police searched his residence but did not reveal the contents of the material seized there.
