Text and the Taxed and The Tropical Ayn Rand

  • «Some 60% of Brazilian students last year used books published by Abril Educação.»

It was in my first interview with journalist Conceição Lemes, of Viomundo, on October 14, 2010): NaMaria had discovered the allocation of R$ 250 million for media in the name of public education in S. Paulo –typical of the spending on public education in the state between and July 2010, when the Governo of São Paulo paid the media, including certain publishing houses hired to execute projects under the category of “pedagogicial projects”: More than R$250 million, almost completely devoid of a public auction.

Armed with these responses, I decided to update part of the requests, having to do with spending, political, negotiations, favors, acts of good will and other “pedagogical” actions by state authorities, starting with Editora Abril and related products, primarily Veja; I examined the weekly newsweeklies IstoÉ, Época and Galileu. I spent time at Editora Panini examining its Mônica, Cascão and Mônica Jovem children’s titles.. I concluded with the dailies Folha and Estado de S. Paulo.

I discovered acquistions absolutely lacking a public tender, as should be based on Law 8,666 de 1993, artigo 25.

All in the name of quality education, of quality schooling, in the name of money pouring out of the Foundation for the Development (FE), the agency that “meets the demands of” and deals with contracts with the State Education Secretary in terms of the State Secretary of Education, which answers to the nabobs of the state government.

São Paulo, Brazil’s latest barren wasteland (thanks to the excellent work of the Unified Health System) is without a doubt the latifúndio  of the Toucans – who do whatever they want, with whoever they want, and explain in the most “creative” manner the simple mind of an ordinary human being can stand.

The Workers Party has often accused the incumbent Toucans of misusing public funds to produce advertising for the state government — SABESP comes to mind. As helena of redebrasilatual wrote in 2008:

Despite recent outdoor demanding improved public services, lower fares,  and against corruption, Governor Geraldo Alckmin (PSDB-SP) seems to enjoy living dangerously, to the point that he feels secure in defying the popular will.

Sabesp, which is controlled by the state house, recently completed a contract to spend R$ 87 million on an advertising campaign – In the market, it was commented that the spending of the company should rise to R$ 120 milhões.

The Sabesp campaign has fallen on hard times given the drought conditions in the region at the moment. Embarrassing.

Caça a Comunista

A common allegation is that through magazine titles like Veja, Abril attempts to educate readers to the dangers of a Brazilian Left that is predominantly imaginary.

We can, however, with patience, track the clues through the DO, the Diário Oficial.

This update covers the administration of Geraldo Alckmin (PSDB, 2003-2006), Cláudio Lembo (replacing Alckmin in, 2006-2007 /) PFL), José Serra (PSDB / 2007-2010), Alberto Goldman (PSDB / 2010-2011, after the resignation of Serra), and now Geraldo Alckmin (PSDB, 2011– 2014, now that he has been reelected in 2011).

There are also two acquisitions of interest. One was realized under Mayor Gilberto Kassab in 2010 (DEM, currently PSD), in the name of the Municipal Education Secretary, under the responsibility of Secretary Alexandre Alves Schneider.

Another, from the township Franca, 400 km from the capital (Alexandre Augusto Ferreira) belongs to the PSDB, and its Secretary of Educatioon (Fabiana Granado Garcia Sampaio) appear to recognize the merits of the Editora Abril, refusing to consider other, possibly better, competitors.

It is not uncommon to stop along the way to the Litoral Norte to find that every single title on the shelves is an Abril publication, which in turn controls 100% of print distribution in the Sambodian Greater Metro Area.

Look it up in the archives and you will see: The sort of schemes we see here is merely a tiny sample of an immense universe. That is to say: what is going on there might be happening here. There can be no doubt about it.

In order to situate itself more favorably, I also propose a review of under the headline Contracts Without Public Auction, as well as a fresh interview with Conceição Lemes of Viomundo (interview October 1 ,2014). Title: How Veja Manipulates Brazilian Public Education.

Below, we provide the data from previous auctions, with fresh developments indicated with an (asterisk)*.

The amount of money presented in these catalogs is of an astonishing beauty. Public funds spent on wasted projects and idle pastimes described as “sources of good information and education,” the chaos of it, it is astonishing.

R$ 155,528,143.37

As might be expected, the spending increased drastically. (In the last fiscal year, education sales reached R$ 52,014,101.20, twice the education-related income of the Estado and Folha de S. Paulo)

What I find sinister is the attempt of these publishing groups to promote ideological programs, principally neoconservative. I remember a publisher taking a terrible tongue-lashing for discriminating between successful and failed communism in the history of the XX century. These people are self-righteous and Ayn Randy as you can image.

Next assignment: research on the Abril Educação group. From the site’s profile:

Grupo Abril is one of the major and more influential groups of communication in Latin America providing information, education and entertainment to most public segments and integrated working with other media.

Abril was founded in 1950 based on the principles of integrity, quality, leadership and innovation. Today, Grupo Abril employs about 7,000 people and is formed by Editora Abril (publications), Abril Digital (Abril.com and Abril on cell phones), MTV (Segmented TV) and Abril Educação (Ática and Scipione publishing houses, Anglo and SER Learning System, Anglo preparatory course for University entrance examination, pH course and school, ETB schools and technical Learning System and Siga preparatory course for public service entrance examinations). Seven of the ten most read magazines in the country are Abril’s publications, Veja being the largest weekly news magazine in the world and the largest outside the United States.

Pedagogy with Wintel and Apple on Board

The information required by the company’s adherence to the Novo Mercardo of the Bovespa allow us, for example, to study the changing of the guard at Abril Educação, 2014, with the entrance of Tarpon Investments.

The company announced its adherence to the Novo Mercado on October 21, 2014 and is preparing to take the field as a School of the Future similar to the film Majority Report.
