The Brazilian alt.press continues digging into the background of the newborn prince of digital activistism Rogério Chequer of the anti-PT Vem Pra Rua street protest movement —  a one-man media blitz — Jornal Nacional, Roda Viva — who continues to offer a hazy back story.

The digging suffers from a certain lack of precision as to the documents on which it is based, however, as well as a slight tendency to guilt by association. An example: Tijolaço, dated March 24 of this year, asks

What was the editor of “Vem pra Rua” doing on a Stratfor list leaked by Wikileaks in 2012?

In February 2012, long before the birth of the “Vem Pra Rua” protest movement — the name of Rogério Chequer appeared on a list of e-mails belonging to the “global intelligence” company Stratfor, known as “the Shadow CIA.”

The company’s servers were hacked — and made public by Wikileaks, though naturally their authenticity has never been confirmed. You can download the file bearing Chequer’s name here.

Chequer, who at that point had no reason to be involved in political matters, appears on the 13th line of the file and is identified with a company called “cyranony”.

There is, in fact, a company called Cyrano NY, LLC, registered as a “foreign company” in the state of Delaware, a fiscal paradise on American soil, and is registered as such by the Brazilian tax authority.

It is not possible to know, for this reason, whether the company had dealings with Chequer that would explain his appearance in the Stratfor file.

Note: the file in question is titled

«2422_Stratfor_gift_membership_form.xls»

and lists various applicants by name, user ID, and IP address.

I, for one, would guess this is the database for a subscription campaign promoting premium, exclusive Stratfor content — the company uses the semi-permeable paywall model of content marketing. I myself subscribe to the free weekly newsletter and would subscribe if I could afford to.

Atlas Capital was founded by Rogerio Chequer, David Chon and Harry Krensky. The firm is headquartered outside of New York City in White Plains, NY. The firm has international offices in Mexico and one planned for Singapore in the first quarter of this year [2008]. Since its founding, the firm has offered total return strategies to sophisticated high net worth and institutional clients. Atlas currently manages global and emerging market multi-asset class hedge funds and emerging markets private equity funds.

We know that up until a few years ago Chequer lived in the U.S. Since 2004, at least, judging from his address at 101 Summer Street, Stamford, Connecticut, provided to the corporate registry of São Paulo where the company Frida Participações was registered, in 2004.

In the U.S., he was a founding partner of Atlas Capital Management until 2011, along with fund managers David Chon and Harry Kretsky.  One such fund,  Discover Atlas Fund, manged US$ 115 million in assets, according to Institutional Investor.

Confessions_of_An_Economic_Hitman_Cover

We are not here to accuse Chequer, although as the public figure he has become, might be expected to explain why, in 2012, he abandoned the glory of his role as the head of a U.S. investment fund to became a partner in an advertising agency specializing in producing PowerPoint presentations.

That is weird. The company in quest is called SOAP — «state of the art presentations».

Up until 2008, wind and tide were favorable to Chequer in the U.S., when he launched new financial products and in 2008 selected an “advisory board” for his fund, Atlas Capital Management, among whose members was former Central Bank director Luiz Augusto de Oliveira Candiota, who had resigned in order to face accusations, published by Istoé magazine, that he had an undeclared offshore account.

Meanwhile, something happened: whether for economic reasons or out of nostalgia for Brazil, Chequer disassembled everything, including his lovely five bedroom mansion in the chic suburbs of New York, in White Plains, considered one of the ten best places to live near the Big Apple.

I found that White Plains is listed as the place of business of the fund, while Chequer provides a residential address in Stamford, Connecticut — much cushier than White Plains, let it be said. I hate White Plains.

I repeat: unlike some in the media, we are not accusing Chequer of any illegal conduct. Everything we are publishing about him derives from public documents, official sources, and the Internet, within reach of any citizen.

Isn’t that the transparency that “Vem pra Rua” preaches but does not practice?

Guilt by Association

As Pragmatismo Político has said on various occasions, Stratfor has been involved in coup attempts in various countries and is a powerful presence in the manipulation of strategic interests.

One of the e-mails expresses the company’s unhappiness with the Brazilian government’s rejection of American fighter jets and suggests forming a relationship with a major Brazilian newspaper.

These e-mails:

have nothing to do with Chequer that I can find, however. He may well be just another customer of a successful specialty publishing house.

Along with labeling — Gr. auxesis, such as  «the shadow CIA», which lends the description an ominous feel — it is tempting to fall into this trap of guilt by association. …

My best guess would be that Chequer represents a certain school of «gray public diplomacy» information warriors, as contrasted with the white and the black.

and lists various applicants by name, user ID, and IP address.

Source: Various, «Wikileaks»
